Paul, can I please submit an official request to you via the Freedom of Information act: - What is your salary? - How long did it take you to research everything and prepare the response to me? - What is Eleanor’s salary? - How long did it take her to prepare everything and write the several emails to me? - What is Neil’s salary? - How long did it take him to prepare everything and write his email to me? - How long did it take whoever did it, to prepare the HGE about 1-1.5cm thick wad of ‘evidence’ for the Tribunal service ? - What is the estimated cost to TFL so far, of fighting this one ticket for what should really be a ‘de minimus’ issue?

Thank you for your request received on 14 September 2017 asking for information about our Congestion Charging team.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require.

Information on the remuneration of senior staff is published on our website on senior staff salaries, 2016:

Paul Cowperthwaite and Neil Hassett’s remuneration are detailed in the published information, they are listed under General Manager (pg490) and Customer Correspondence Manager (pg25) respectively.

In accordance with section 21 of the FOI Act, TfL is not obliged to supply you with a copy of the requested information as it is already accessible to you elsewhere.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) Eleanor Stanhope’s salary details are being withheld, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.

We do not hold information on how much time has been spent by each individual dealing with your case as this is not recorded. Additionally, we do not record what the cost of dealing with your case to date is.
