F/on from FOI-1072-1819 As per you email could you please provide me with the assessment scores and methods. Can you please advise if I need to submit another FOI request if I wish to get the minutes of meetings relating to 'role allocation meetings' which were undertaken.

Thank you for your request received by Transport for London (TfL) on 29 August 2018 asking for further information about the Engineering Transformation process.

Could you please provide me with the assessment scores and methods.

Please find attached the assessment scores.

We had benchmarks for band 2 and 3. The band 2 benchmark was 9 and the band 3 benchmark was 12. If you scored under and were allocated then that means you were appointed with a development plan. Some scores had to be adjusted depending on the role you expressed an interest in. If you indicated a preference for a higher role with a higher level of competencies, you were assessed against that role. If you weren’t allocated to that role and instead were allocated to a role with a lower level of competencies then that means you’re score would need to be adjusted. For example if you were assessed as SEL and scored 11 and you were instead allocated to a SE role your score would then be 12.

The Benchmarks were the same per role across any discipline.

Can you please advise if I need to submit another FOI request if I wish to get the minutes of meetings relating to 'role allocation meetings' which were undertaken.

As stated in our previous response, providing you with the meeting minutes you have requested, would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

We have estimated that it would exceed the cost limit to provide a response to your request as we would need to check a vast amount of emails and other related documents from various staff across the organisation.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of TfL.

Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.
