Please provide via EIA or FOI details of the scheme being put forward by Enfield Council for the Housing Infrastructure Fund that relats to improving capacity at Meridian Water south to Tottenham Hale, including any draft track layouts, business case and timetables.

Thank you for your request received by Transport for London (TfL) on 28 August 2018 asking for information about scheme being put forward by Enfield Council.

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold some of the information you require.

This scheme is being put forward by Enfield Council on Network Rails network. Therefore TfL has not been involved at all in the production of the information requested, but has received draft copies for review. We haven’t received any layout drawings or detailed timetabling work.  For the most up to date details regarding the scheme, please contact Enfield Council or Network Rail directly.

We are not obliged under the EIR to supply this information as it is subject to a statutory exception to the right of access to information under Regulation 12(4)(d) , which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data.

This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the finalisation of the bid, after all relevant factors can be taken into account, rather than the disclosure of information which does not accurately reflect any amendments that might still be made.
