Piccadilly Line South Harrow Sidings Upgrade - Risk Assessments and Impact Assessments relating to neighbouring residents and properties
Request ID: FOI-1473-2223 Date published: 05 October 2022
You asked
There seems to be little publicly available information about the Piccadilly Line South Harrow Sidings works, especially compared to the equivalent works at the eastern end of the line, so an FOI request seems the best way to obtain information. Therefore, please can you send the following documents:
risk assessments relating to neighbouring properties, with any revisions made during the progress of the works; and
impact assessments on the effect of the works on neighbouring residents and properties, along with revisions - particularly any due to changes in working practises - over the duration of the works.
Please can you also supply the contact details of the senior TFL manager responsible for the South Harrow Sidings project.
Thank you.

TfL Ref: FOI-1473-2223
Thank you for your request received by Transport for London (TfL) on 17th September 2022 asking for information about the South Harrow Sidings upgrade.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

I can confirm that we hold some of the information you require.
Please find attached a copy of the Environmental Risk Assessment. No “impact assessment” as such was undertaken but I attach a copy of the “Section 61” submission that was submitted to the borough council prior to the commencement of the works, which outlines the arrangements for the site (note that a small number of redactions have been made under section 40(2) of the Freedom of Information Act, the exemption that protects against the unfair release of personal data). Noise monitoring is carried out around the clock with the noise levels recorded automatically. Due to the nature of the construction dust is possible - however, damping down of the site materials prevents this. Working practices have remained largely unchanged throughout the project with day working Monday-Saturday with a night shift Sunday-Thursday carrying out signal and fence line works which cannot be safely carried out during traffic hours. There is also loading and unloading of trains for materials to the site that has significantly reduced the number of lorries required to support the works.
As regards to the senior manager for the works, the project sits under the remit of Paul Judge, Piccadilly Line Upgrade Programme Director. TfL can be contacted via the following page of our website:
