Which utility company carried out the works in the location shown in the two attachments? South side of St. Thomas Street SE1 part of the TLRN.
What are TfL officers doing, or plan to do, to ensure that the utility company that did this temporary tarmac reinstatement work in St. Thomas Street, SE1 will return to lay granite paving slabs?
Under the New Roads and Street Works Act 1991, the utility company is legally obliged to return the highway to the condition it was before they started their work. When will officers take enforcement action?

Thank you for your request received by Transport for London (TfL) on 5 August 2024 asking for information about St Thomas Street.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You specifically asked: Which utility company carried out the works in the location shown in the two attachments? South side of St. Thomas Street SE1 part of the TLRN.

The works you are asking about were carried out by UKPN. Our understanding is that the paving slabs are on order but this could involve a wait of up to 16 weeks for them to be shipped. At present UKPN have carried out an interim reinstatement, and they will carry out the permanent reinstatement later in Autumn 2024.
