Thank you for your request received by us on 14 September 2022 asking for information about loading/unloading bays on Red Routes.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked for:

3. The law, rules, best practice or regime you respect or apply for signage warning of camera operation generally. We can advise that under Section 271 of the Greater London Authority Act 1999 Act, Transport for London (TfL) is the traffic authority for Greater London Authority roads. The loading bay outside 5-7 Blackheath Hill, London, SE10 is located on the A2, a trunk road which is designated a GLA road in accordance with The GLA Roads Designation Order 2000. We are therefore satisfied that this loading bay is located on our Red Route network. The Road Traffic Regulation Act 1984 sets out that ‘The traffic authority for a road in Greater London may make an order…for controlling or regulating vehicular and other traffic (including pedestrians)’. This type of order, known as a traffic order, details the nature and extent of traffic and parking controls within the authority’s area. It is a contravention of these controls that may give rise to the issuing of a Penalty Charge Notice (PCN). A copy of the relevant traffic order is attached for your information. The power for us to issue a PCN for contravention of parking controls on our roads comes from the Traffic Management Act 2004. The relevant enforcement legislation is also referred to in the PCN. Signs and road markings are governed by The Traffic Signs Regulations and General Directions (the TSRGD). We are satisfied that the red route signs and road markings in place outside 5-7 Blackheath Hill, London, SE10 are of a type prescribed by the TSRGD and therefore fully comply with the Regulations. There is no requirement within the relevant enforcement legislation for us to place signage advising of the installation of enforcement cameras; furthermore there is no reference to any such sign within the TSRGD. While the TSRGD does refer to a sign advising of an ‘Area in which enforcement cameras are in use’ (reference diagram: 878), it makes no reference to any requirement with regard to its location or placement; rather the requirement is that, where such signs are used, they must be of the type prescribed by the TSRGD.
