Bus route 456 diversion

Good evening Please provide all reports, records, log sheets, notes of meetings or other such documents held either in a paper format or electronically in relation to; From the 27th June route 456 was diverted due to road works in Firs Lane (N21). Please provide records which advise; 1) when TfL were first aware of the need to divert the route and copies of any notifications received from any party regarding the diversion 2) when the route diversion ended 3) records of the impact on the operating timetable for the route 4) records indicating any additional payment/requests for payment or additional services provided at nil cost to TfL - by your contractor Go (e.g. the inclusion of an additional bus on the route) 5) records indicating any other significant factors which impacted on this route during the time the route was on diversion (e.g other roadworks on the route at the same time or in close proximity to the route/diversion route) which impacted on the service.

Thank you for your request received by Transport for London (TfL) on 3 August 2023 asking for information about bus route 456.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked: Please provide all reports, records, log sheets, notes of meetings or other such documents held either in a paper format or electronically in relation to;

From the 27th June route 456 was diverted due to road works in Firs Lane (N21). Please provide records which advise;

1) when TfL were first aware of the need to divert the route and copies of any notifications received from any party regarding the diversion
2) when the route diversion ended
3) records of the impact on the operating timetable for the route
4) records indicating any additional payment/requests for payment or additional services provided at nil cost to TfL - by your contractor Go (e.g. the inclusion of an additional bus on the route)
5) records indicating any other significant factors which impacted on this route during the time the route was on diversion (e.g other roadworks on the route at the same time or in close proximity to the route/diversion route) which impacted on the service

Please note that in accordance with TfL’s obligations under Data Protection legislation some personal data has been removed, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

A Notice of Event (NOE) was released regarding the upcoming closure on the 26th June 2023, initially dating the start of work for that same day at 10:00, which was due to a burst water main. The end date in this initial NOE was put down as 17:30 on 30th June 2023. A second NOE was then released on the 3rd July 2023, revising the completion date of repairs to 4th July 2023, at 17:30. This may have been due to an overrun in the scheduled repair time.

Go-Ahead have provided details of all road works that were deemed to be within proximity of, or directly in the line of route of the 456 during the Firs Lane works as below:

Regarding the impact that these works (and other significant factors) had on route 456’s schedule, Go-Ahead have stated that the only days on which there was any substantial traffic-lost-mileage were:
 
  • 30th June: approximately 14 miles lost, but this was due to delays on Silver Street
  • 4th July: approximately 38 miles lost, due to a traffic collision on Great Cambridge Road.

The iBus controller logs only specified ad-hoc minimal delays of between 5-10 minutes that were directly caused by the burst water main on Firs Lane, and were not considered to have impacted the route that greatly overall. And lastly, there were no additional buses provided nor schedule mitigation that was requested for route 456 during this time.
