We answered

TfL Ref: FOI-1451-2324

Thank you for your request received by Transport for London (TfL) on 3rd August 2023 asking for information about the ULEZ scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.

Specifically you asked:

Please can you tell me the Ford car model numbers you have reclassified over the last 12 months on the TFL website for the purpose of ULEZ compliance. You have made charges online and I would like to know which models you have reclassified.”

I am afraid that TfL does not hold the requested information. In order to administer the ULEZ we predominantly use vehicle data held by the DVLA. This usually allows us to establish whether a vehicle is compliant with the ULEZ emission standards based on its date of first registration. We know that all diesel cars first registered as new after 1 September 2015, and all petrol cars first registered as new after 1 January 2006, are compliant with the ULEZ standards. This is because there was a legal requirement on manufacturers to produce vehicles to Euro 4 (petrol) and Euro 6 (diesel) standards as of those dates.

We acknowledge that the information held by the DVLA may not always be adequate for us to establish compliance, not least because there is no requirement for the DVLA to record a vehicle’s emissions. In order to address this we have set up a registration process. This allows the owners of vehicles showing as non-compliant to contact us and provide evidence that their vehicle is actually compliant. On receipt of this evidence we update our records and mark the vehicle compliant. When doing this we do not record the make and model of the vehicle, just the vehicle registration which is being updated. We therefore do not hold the information requested.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely,
