Thank you for your request received on 7 August 2023 asking for information about ULEZ Penalty Charge Notices (PCNs) issued to cars registered to addresses in Berkshire.
 
Your request has been considered in accordance with the requirements of  the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you have requested. You asked:
 
Under the Freedom of Information Act 2000, I request the following information:
 
The number of ULEZ PCNs issued to cars registered to addresses in Berkshire, broken down by year.
 
And;
 
The amount of money collected by TfL for ULEZ PCNs issued to cars registered to addresses in Berkshire, broken down by year.
 
If possible, this information should be made available to me in electronic form to this email address.
 
When we issue a PCN the notices are sent to the registered keeper of the vehicle as held by the DVLA. The address to which the penalty is sent does not necessarily indicate that this is where the driver resides. For example, we issue PCNs to hire and lease companies based in Berkshire and we do not know where the driver, who incurred the penalty, resides.
 
The table details the number of PCNs issued to addresses in the Berkshire area along with the payments received towards these PCNs. Please note that these figures relate to all vehicle types as we do not record individual vehicle types for the issuing of PCNs. Additionally, please note that these figures include PCNs issued to the same vehicle on more than one occasion so is not reflective of the total number of individual vehicles that have been subject to a PCN.

When reviewing the figures please note that the ULEZ was launched on 8 April 2019 to cover the same area of central London as the Congestion Charging zone. As the scheme was new between 8 April & 10 May 2019 we issued warning notices rather the PCNs.
 
The scheme was suspended from 23 March to 17 May 2020 in response to the Covid 19 pandemic. In order to ensure that motorists were aware that the scheme had been reinstated, between 18 and 29 May 2020 we issued warning notices rather than Penalty Charge Notices.
 
On 25 October 2021 the ULEZ was expanded to cover the area up to but not including the North and South circular roads. As the expansion was new between 25 October 2021 and 22 November 2021 we issued warning notices rather than PCNs.  
 
It is a statutory requirement that any net revenue generated by our road charging schemes (the ULEZ, LEZ or the Congestion Charge) is reinvested back into London’s transport network.
