FOI request detail

Bow Liveable Streets scheme

Request ID: FOI-1440-2122
Date published: 22 November 2021

You asked

Could you please supply to me : 1) correspondence since 1 July 2021 between yourselves and Tower Hamlets Borough Council that features the terms 'Bow', and 'Liveable Streets', plus either 'A11', 'Bow Road' or 'Mile End Road' 2) any TfL report from 2021 that models what the effect on congestion or bus journey times would be on the A11 Bow Road/Mile End Road should the Tower Hamlets Liveable Streets proposals be implemented I am asking as a local resident so that I can find out whether the delay to the implementation of the Bow Liveable Streets scheme is due to TfL concerns about traffic congestion on the A11 red route. But for part 1 of my request, I am explicitly not asking you to go through each search result manually to judge whether or not it is about this subject (seemingly the reason my previous request was refused).

We answered

TfL Ref: EIR-1440-2122

Thank you for your request of 2nd October 2021 asking for information about the Bow Liveable Streets scheme.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.

Specifically you asked for:

1) correspondence since 1 July 2021 between yourselves and Tower Hamlets Borough Council that features the terms 'Bow', and 'Liveable Streets', plus either 'A11', 'Bow Road' or 'Mile End Road'

2) any TfL report from 2021 that models what the effect on congestion or bus journey times would be on the A11 Bow Road/Mile End Road should the Tower Hamlets Liveable Streets proposals be implemented”.

I can confirm that we hold some of the information you require.

In answer to question 1, please see the attached folder “EIR-1440-2122 Redacted Files” which contains the material found that falls within the scope of the request (i.e. any emails sent from TfL to Tower Hamlets, or vice versa, in the period 1st July 2021 to 2nd October 2021 (the date of your request), which mention “Bow” and “Liveable Streets” along with any one of “A11”, “Bow Road” or “Mile end Road. Where those emails contained attachments these are included too). Having removed duplicated email strings the total number of documents is now 14. Note that under Regulation 13 of the EIR the direct contact details of TfL staff have been redacted, along with the names and contact details of any external staff, on the basis that this is personal data that would be unfair to release.

In answer to question 2, TfL does not hold any such report, and I understahd that no such modelling has been carried out yet by Tower Hamlets.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.

Please see the attached information sheet for details of your right to appeal as well as information on copyright and what to do if you would like to re-use any of the information we have disclosed.

Yours sincerely,
