We answered

Our ref: FOI-1437-1819/GH

Thank you for your request received by Transport for London (TfL) on 26 August 2018 asking for information about money received from Penalty Charge Notices.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

All net revenue generated by the Congestion Charge since it was implemented in 2003 has been reinvested straight into ongoing investment in the Capital’s transport infrastructure. Application of the revenue which TfL forecasts will be generated in each upcoming year is incorporated into the overall TfL Business Plan. The proposed application of revenue in each of the last five years is shown in the attached table.

Information about reinvestment of net income from red route parking enforcement is published by financial year rather than by calendar year and is available in the Red Routes section of our website: https://tfl.gov.uk/corporate/publications-and-reports/red-routes.

If this is not the information you are looking for, or if you are unable to access it for some reason, please do not hesitate to contact me.

If you are not satisfied with this response please see the attached information sheet for details of your right to appeal.

Yours sincerely
