Thank you for your request received by Transport for London (TfL) on 11 September 2017 asking for information about the junction of the A13 Newham Way and Woolwich Manor Way.

We use traffic modelling to understand how changes to the road network or traffic signal timings affect road users. This includes general traffic, bus passengers, cyclists and pedestrians. The recent traffic signal timing review at A13/Woolwich Manor Way used a modelling package called LINSIG to simulate traffic signal timings, capacity and queuing at the junction to allow our engineers to refine the timings to better balance the performance for all road users. To construct this model we undertook a survey of every traffic movement through the junction and the average green signal times, the speed at which traffic moves off when the lights turn green and the observed average queue lengths to ensure the model is a good representation of the existing situation.
By using a traffic model we are able to trial a range of timing strategies and junction designs to find the best balance solution before implementing the change via our traffic control system. Once the new timings are ready our engineers will spend a significant amount of time fine tuning the timings on street to maximise performance. With this review we have minimised blocking between the two closely associated junctions under the A13 to improve journey reliability and re-balanced timings to improve performance for local buses.
Attached are outputs from the traffic modelling showing the performance of each traffic movement for the key peak periods and also for a range of special timing strategies we can use to mitigate both regular and unplanned congestion. As an important junction in East London it has intelligent vehicle sensors which optimise the signal timings as traffic flows change throughout the day, it is also monitored closely by our traffic control centre.
In addition to this, London’s bus fleet is equipped with GPS trackers and we use that data to monitor performance, provide customer journey information (countdown) and plan improvements to the bus network. This data highlighted the junction of A13/Woolwich Manor Way was a delay point for bus routes 101, 173, 300 and 474 so a review of the signal timings was undertaken to improve this. Bus journey times were recorded before, during and after the timing review and they we used to inform the balance of timings resulting in an overall final reduction in bus journey time of 9.5-17.7% (see table below).
