Hi I have an FOI request about the new dockless bikes scheme operating in London. I saw my first dockless bikes in London just a few weeks ago. Now they are popping up everywhere, lying flat on the pavement where they have fallen over, propped up against bushes in parks, and leaning against walls. I have read the code of practice for operators. I’d like to ask how many formal warnings, FPNs and prosecutions there have been since the dockless bike scheme was introduced to the date of this email, and for what failings these warnings etc. were issued - nuisance, obstruction, delayed collection, etc. Do you plan to publish this information proactively on a regular basis? If so, how often and where? Many thanks

Thank you for your request received by Transport for London (TfL) on 8 August 2019 asking for information about dockless bikes schemes.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

There have been no formal warnings, Fixed Penalty Notices or prosecutions issued to dockless bike operators in the period since the scheme was introduced, up to 8 August 2019.

When dockless bikes are reported on our network or on London Underground property, we contact operators directly to move or remove bikes. Between July 2017 to date, there were 305 dockless bikes that were either removed by our officers or the operators were contacted to arrange removal.

As TfL manages the Transport for London Road Network (TLRN), which only makes up 5% of London’s roads, you may also wish to contact the Local Authorities as they will be able to comment on any action taken on their networks.

Work is underway to develop a draft byelaw to help bring greater regulation of dockless operators, especially relating to safety and parking. You can read more about this here:
