Follow up to FOIs 1108/1109/1110-2122: Thank you for a relatively detailed response and it is genuinely appreciated as throughout you have been most co-operative. I do understand that as the FOI officer it can be difficult navigating the large parts of LU and TFL. However, your answers do leave many issues unclarified. Please kindly provide: 9. You state: "A ‘graduate roll off’ means that the role was closed listed to graduates and advertised solely on the Careers Launch website. The role was advertised from 16 September to 20 ^ September 2020. We can confirm that two graduates applied. Both candidates were interviewed on 8 October 2020 and were subsequently offered the positions by the Hiring Manager." 9a) To which of the 10 AM positions you have listed earlier, were these two candidates appointed to and when? 9b) What role/position/and business area were the hiring managers from? 9c) What is the Careers Launch website? 9d) Do you have the process details behind the "closed-listed" aspect, if available? // 10. You state: "Once again, we would like to advise that our data is provided in the format that it is recorded in. " I appreciate this but the question did ask how many appointments of the 10 AMs related to a particular recruitment method: 10a) Which of the 10 AM appointments listed previously in a table, do the below appointment methods relate to? "Hence in these circumstances, we can confirm that the role was advertised internally only from 14 February 2019 to 4 March 2019." 10b) How and where was this advertised? 10c) Do you have the original listing as displayed at that time and where it was listed and the requirements and requisite stipulations for applying through said methods? "We received 29 applications; however, no data is held on the ethnicity profile of each candidate. Four candidates were shortlisted for interview; one candidate declined an interview. The interviews took place on 12 to 14 April 2019 consisting of three competencies as well as technical questions. The Benchmark rating was ‘Three’. Please find attached a copy of the interview scores, as recorded during the process. This is inclusive of scores taken for the Competency Framework, Behaviours and Additional exercise." 10d) Which campaign number was this? Does this campaign have details as in campaign 032238? If not, why not? 10e) How was this campaign created? Through which process? Who lead the campaign? Who was required to sign off on approving this campaign and it's subsequent processes detailed herein?

Thank you for your request received by Transport for London (TfL) on 30th September 2021 asking for information about recruitment at TfL, further to your earlier requests referenced FOI-1108/1109/1110-2122.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. 

I can confirm that we hold the information you require. Your questions are answered in turn below:

Question 9a) To which of the 10 AM positions you have listed earlier, were these two candidates appointed to and when?

This information is exempt from disclosure under section 40(2) of the Freedom of Information Act. Under section 40(2), information is exempt from disclosure if it relates to an identifiable third party, and where release of the information is deemed to be unfair. Note that the release of information under FOI is considered to the to the world at large. In this case, if we were to name the specific positions these candidates were appointed to then this would clearly identify the people in question (for example, to their colleagues). We do not believe that publishing the exact route of recruitment for these individuals would be something that they would expect to be made public, and we do not believe that release of the information would be fair.

Question 9b) What role/position/and business area were the hiring managers from?

The Hiring Manager was the Head of Customer Service, Northern Line. Business Area: Customer Service - Northern Line.

Question 9c) What is the Careers Launch website?

The Graduate team identify vacancies which are suitable for Graduates or Apprentices, and the adverts are then closed listed to this group via an internal web page. This is an internal jobs board that only current graduates and apprentices that have just completed their roles can apply through.

Question 9d) Do you have the process details behind the "closed-listed" aspect, if available?

It is not entirely clear what “process details” means. However, note that when a role is ‘closed listed’ it means that the job cannot be accessed without having a specific web link. A web link is created for the advert and shared with candidates who are eligible for the vacancy.

Question 10a)   Which of the 10 AM appointments listed previously in a table, do the below appointment methods relate to?

There were two such vacancies. Two candidates applied and both were offered a position. Details of the exact positions are exempt from disclosure under section 40(2) of the FOI Act, as explained above.

Question 10b) How and where was this advertised?

Internally only, closed-listed

Question 10c) Do you have the original listing as displayed at that time and where it was listed and the requirements and requisite stipulations for applying through said methods?

An eform was raised by the Hiring Manager, who led the campaign. The Hiring Manager was responsible for sign-off and subsequent processes.
