Good afternoon,
Please be advised of the following Freedom Of Information requests;
1. Provide copies of all active Organisational Change and Organisation Design Standard documents for London Underground between April 2017 and June 2018 dates.
2. Provide copies of all Word/PowerPoint/PDF documents relating to the 2017/18 Transformation Programme of the Power & Electrical Department of London Underground. Original documents were available on a SharePoint site which is no longer accessible.
3. Provide copies of all assessment and justification documents/emails relating to the role of Energy & Performance Analyst during the 2017/18 Transformation Programme of the Power & Electrical Department of London Underground.
4. Provide copies of all employee consultation documents relating to the transfer of the Energy & Performance Analyst from the Generation team to the Technical Services team.
5. Provide data on secondment usage and practice for the Power & Electrical and Systems & Infrastructure Maintenance & Renewals Departments of London Underground, in line with section 7 - Audit, monitoring and controls, P41 A3 Secondment policy between April 2017 and August 2022.
Clarification received 16/09/2022: In response to your request for further clarification, please be advised of the following;
- For Question 1: Yes
- For Question 3: Copies of official assessment documents in line with the LU Organisational Change Policy, which assessed me and the role of Energy & Performance Analyst during the 2017/18 Transformation Programme.
- For Question 5: Data relating to “business need”, “development” and “open secondments” as stated within the Secondment Policy. The data should be presented in durations of 0 to 13 weeks, 13 weeks to 6 months and 6 months to 12 months and how many are converted to full time positions.

Thank you for your request received by Transport for London (TfL) on 9th September 2022 asking for information about the transformation programme of the Power and Electrical Department of London Underground.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
I can confirm that we hold some of the information you require. Your questions are answered in turn below, to the extent that we can:
Question 1: Provide copies of all active Organisational Change and Organisation Design Standard documents for London Underground between April 2017 and June 2018 dates.
Answer: The Business case , Equality Impact Assessment and Organisation Charts for the organisational change that took place in what was Asset Operations (AO) in November 2017 are attached (noting that Power and Electrical was a department within AO).
Question 2: Provide copies of all Word/PowerPoint/PDF documents relating to the 2017/18 Transformation Programme of the Power & Electrical Department of London Underground. Original documents were available on a SharePoint site which is no longer accessible.
Answer: Please see the answer to Question 1 above. No other documents are held.
Question 3: Provide copies of all assessment and justification documents/emails relating to the role of Energy & Performance Analyst during the 2017/18 Transformation Programme of the Power & Electrical Department of London Underground.
Answer: HR colleagues have searched their files and no documents have been found (noting that the requested information dates back 5 years).
Question 4: Provide copies of all employee consultation documents relating to the transfer of the Energy & Performance Analyst from the Generation team to the Technical Services team.
Answer: Again, HR colleagues have searched their files and no documents have been found.
Question 5: Provide data on secondment usage and practice for the Power & Electrical and Systems & Infrastructure Maintenance & Renewals Departments of London Underground, in line with section 7 - Audit, monitoring and controls, P41 A3 Secondment policy between April 2017 and August 2022.
Answer: This data is not held. The system in place to report on secondments - PowerBI - was not in existence across the entirety of the timeframe requested and so the data is not available. Further, note that data relating to secondments of less than 6 months would not normally be held centrally as these arrangements are managed locally.
