• Whether all or part of the Waste/Refuse service is run on system(s) owned and/or managed by TFL
• the name of system(s) used
• Actual contract values of each framework/contract (& any sub lots)
• Start date & duration of system contracts
• Is there an extension clause in the framework(s)/contract(s) and, if so, the duration of the extension?
• Who is the senior officer (outside of procurement) responsible for this contract?

Thank you for your request received by Transport for London (TfL) on 27 October 2020 asking for information about contracts.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm we do hold some of the information you requested. You asked:

We do not hold the full details of this contract as requested as Waste Management Services (tfl_scp_001814) is still an ongoing procurement. We have awarded only one of the four lots so far.
Waste Management Services (tfl_scp_001814) has been divided into four lots:
Lot 1A: Provision of General Waste Collection Services for Skips, Compactors and Other Waste Services
Lot 1B: Provision of Hazardous Waste Collection Services
Lot 1C: Provision of Waste Electrical and Electronic Equipment (WEEE) Waste Collection Services
Lot 2: Provision of Dustcart Collection Services for London Underground Stations and other Sites in Zones 3 to 9.
Lot 2 (Dustcart collection services – Underground stations in zones 3-9) was awarded in May 2020 to Biffa Waste Services Ltd. TfL’s in-house team currently carries out the Dustcart Collection Services at Underground station in zones 1 and 2. The contract value is £5,228,273 for a duration of 4 years with an option to extend by up to three (3) further years in increments of twelve (12) months.
We do not have a specific system or tool to manage waste specific services e.g. a system used to collate the volumes of waste collected, recycling rates, end destinations etc. as this information is provided by third parties.
In accordance with the FOI Act, are not obliged to provide officer names as it is subject to a statutory exemption to the right of access to information under section 40(2). This exemption to your right of access is applied in accordance with TfL’s obligations under the General Data Protection Regulation (GDPR). The exemption applies because disclosure of personal information would be a breach of the GDPR, specifically the first principle of the GDPR which requires all processing of personal data to be fair and lawful.
