We answered

TfL Ref: FOI-1404-2223

Thank you for your request received by us on 9 September 2022 asking for information about the ULEZ and Congestion charges.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.

The ULEZ and Congestion Charge zones are not about making money, but about improving air quality and the health and wellbeing of Londoners.

In his first term the Mayor invested hundreds of millions of pounds on his air quality programme and every penny received from ULEZ will be reinvested into improving the transport network – including its roads, cycleways, buses and tube – and making London’s air cleaner.

Likewise, all net revenue generated by the Congestion Charge since it was implemented in 2003, has been reinvested straight into ongoing investment in London’s transport infrastructure. Application of the revenue which TfL forecasts will be generated in each upcoming year is incorporated into the overall TfL Business Plan.

If this is not the information you are looking for, or if you are unable to access it for any reason, please do not hesitate to contact me.
