Follow-up to 1313-2223: Thank you for your response. In light of your refusal under Section 40, I would like to refine my request as follows. If you are treating this as a new request, please advise me so that I know when to expect a response. Since 1 January 2022: 1) How many Licensed TfL Ambassadors have been paid less than the advertised full amount for their shift? Please provide the most common reason for this decrease in pay. 2) How many Licensed TfL Ambassadors have been paid more than the initially advertised amount for their shift? Please provide the most common reason for this increase in pay. 3) Please provide the mean, median and maximum sum of reward payments made to each Licensed TfL Ambassador. 4) Please provide the mean, median and maximum number of licensed shifts completed by each TfL Ambassador.

Thank you for your email received by us on 6 September 2022 asking for information about Transport for London ambassadors following your previous request for information, reference: 1313-2223.

Your request has been considered in accordance with the requirements of the Freedom of Information (FOI) Act and our information access policy. You asked for:
 
  1. How many Licensed TfL Ambassadors have been paid less than the advertised full amount for their shift?
  2. Please provide the most common reason for this decrease in pay.
  3. How many Licensed TfL Ambassadors have been paid more than the initially advertised amount for their shift?  
  4. Please provide the most common reason for this increase in pay.
  5. Please provide the mean, median and maximum sum of reward payments made to each Licensed TfL Ambassador.
  6. Please provide the mean, median and maximum number of licensed shifts completed by each TfL Ambassador

Unfortunately, to provide the information you have requested would exceed the ‘appropriate limit’ of £450 set by the Freedom of Information (Appropriate Limit and Fees) Regulations 2004.

To locate, extract and collate the information you have requested we would need to manually search though every individual single pay report, with each one containing hundreds of shifts per report, and individually identify any shifts with pay alterations, as well as collate the amounts awarded to TfL Ambassadors generally to calculate the averages you have requested.. The most common reason for a decrease in pay would be due to lateness/an amendment in working hours. The most common reason for an increase would be if a TfL Ambassador has been asked to work a longer shift than they were booked to work - usually at the request of the station staff/event organisers if the event is extremely busy and they need more assistance than originally expected.

Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.

To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by us.

Although your request can take the form of a question, rather than a request for specific documents, we do not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request.

Please note that we will not be taking further action until we receive your revised request.
