Thank you for your email received by us on 7 September 2017 asking for information about the A10 in Enfield. Please accept my apologies for the delay in responding.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold some of the information you require. You asked for the following:

Re A10 in Enfield : ‘’Boy racers’’, speeding, and replacement of 4 speed cameras removed by TfL and installation of an average speed camera in their place.

Please provide for the period May 1st 2017 until September 3rd 2017 information pertaining to or in any way touching upon the following:

Internal TfL meeting related to 1,2,3 above?

A meeting was held between our Roads Policing Officer and Communications Manager in the Enforcement and On-street Operations (EOS) team on 8 August 2017 about possible communications about speeding on the A10. It was decided that once sufficient information was collected by Police Community Support Officers (PCSOs) from the North Roads Policing Team (NRPT), TfL could look at publishing some of this information after discussions with the Press Office.

Meetings / Correspondence / Communications with the Metropolitan and / or Transport Police regarding speeding, fatalities, RTA and SPIs along the A10 in Enfield.

Attached is the requested correspondence between TfL and the Metropolitan Police Officers.

However, in accordance with the FOI Act, we are not obliged to supply some of the information in Email 1 as it is subject to statutory exemptions to the right of access to information under section 31(1)(c) of the FOI Act for the administration of justice in a coroner’s court for example. This exemption has been applied as disclosure could interfere with the court’s ability to conduct proceedings fairly, if viewed by those involved in the case, such as a witness or jury service participant. It could also prejudice the administrative arrangements of the court as disclosure could interfere with the execution of process and orders in a civil case such as this.

This exemption has been applied on the grounds that disclosure of this information could prejudice proceedings and sentencing if viewed by those involved in civil proceedings prior to sentencing having been reached. A disclosure under FOI is considered to be a disclosure ‘to the world at large’ and we make no suggestion that this is your intention in requesting the information.

The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, but in this instance feel that balance lies in favour of withholding the information to ensure a fair and non-prejudicial outcome to court proceedings.

Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been withheld, as required by Regulation 13 of the EIR. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

The following meetings took place in 2017:

Friday 26 May – A Meeting between TfL’s Enforcement and On-street Operations (EOS) Projects Directorate team and two officers from the Metropolitan Police Service’s (MPS) Roads and Transport Policing Command (RTPC) took place at Salmons Brook, Enfield, which is on the A10. A quietway constructed by TfL stretching across the A10 was discussed. During the meeting it was decided that four signs will be displayed warning drivers of the speed limit and that enforcement is in place, which is mentioned in the attached email correspondence.

Mid June – A site visit took place with an RTPC officer a TfL’s Road Space Management (RSM) representative at the site of two road incidents that occurred recently at the time. No substantive issues were identified at the Cambridge Gardens site. Sight lines were found to be correct and the crossing point correctly marked out. A request for the hedge within the central reservation to be cut was recorded. The second road incident was at the crossing point opposite Edmonton School. The MPS asked TfL if the layout of the crossing point could be shut, which we declined. The MPS advised that there no run off lanes leading up to the crossing point and that traffic would travel in the outside lane 40mph to stay within the lane and brake to almost five mph to perform a very sharp right hand turn. The MPS asked for some warning signs stating the crossing exists to be put in place, which TfL is working on.

Thursday 20 July – Meeting between TfL EOS and the Met’s Roads and Transport Policing Command about using Police Community Support Officers (PCSOs) to carry out traffic surveys on the A10 and also to assist with Community Roadwatch sessions in the vicinity.

Monday 31 July PM – Enforcement and On-street Operations (EOS) meets with the North Road Policing Team to discuss their future involvement on the Community Roadwatch scheme, followed by an additional meeting about this and the undertaking of traffic surveys.
