Request for information under the Freedom of Information Act 2000 I am writing to request information under the Freedom of Information Act relating to a road your authority is responsible for maintaining. Specifically, my query relates to the two incident reported N13 Please can you send me: 1) A copy of your current road maintenance policy relating to that road. Please send me the full policy, but this should include details of the intended frequency of road safety inspections, how these inspections should be conducted and the maximum time between identification of a defect and repairs being carried out. 2) A copy of the road repair history for that road over the past year of the incidents. Again, please send me the full road repair history, but this should include: - dates of all safety inspections 6months before and after the incident dates reported. - details of how safety inspections were undertaken (walked or driven, speed of inspection vehicle etc) - details of all carriageway defects identified, with description, date and time - details of how the authority handled these defects, what repairs were undertaken and the time between the identification of each defect and a repair being carried out. I would be grateful if you could reply to me. Please confirm in writing that you have received this request. I look forward to your response within 20 working days, as outlined by the statute.

Thank you for your request received by Transport for London (TfL) on 16th September 2021 asking for information about road safety inspections on the A406 left lane near Hastings road.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy.

I can confirm that we hold some of the information you require. Your questions are answered in turn below:

Please can you send me:
  1. A copy of your current road maintenance policy relating to that road. Please send me the full policy, but this should include details of the intended frequency of road safety inspections, how these inspections should be conducted and the maximum time between identification of a defect and repairs being carried out.
The requested information is contained within the contract with Ringway Jacobs Limited, who were responsible for the maintenance of this section of road at the time (note that the contract changed on 01/04/2021). The relevant extract is attached.
  1. A copy of the road repair history for that road over the past year of the incidents. Again, please send me the full road repair history, but this should include:
    - dates of all safety inspections 6months before and after the incident dates reported.

    - details of how safety inspections were undertaken (walked or driven, speed of inspection vehicle etc)
    - details of all carriageway defects identified, with description, date and time

    - details of how the authority handled these defects, what repairs were undertaken and the time between the identification of each defect and a repair being carried out.
Please see the attached spreadsheets which provide most of the requested information. The inspections on this section of road would have been completed on foot. Note that we do not hold the exact information to answer “the time between identification of each defect and a repair being carried out”. However, the spreadsheet titled “Defects” includes a “Due date” column, which shows the timeframe within which the repair was made. Note that this is dependent on the defect classification - for example, if works were classified as an ECO (Emergency call out) then this would have been attended within 1 hour if on the carriageway. If it was a category 1 then a 24hr response would have been classified. For remedial works that require attention but are not an immediate safety issue then they would be classified for either 7 or 28 day repair.
