Dear Sir/Madam, 1.Please could you tell me your latest figures for the total number of ULEZ compliant and non-compliant vehicles registered within the North and South Circular Roads? 2. Please could you tell me your latest estimates for how many ULEZ compliant and non-compliant vehicles registered OUTSIDE the area bounded by the North and South Circular roads travel INTO that zone either daily and/or weekly (or the closest metric you have to either). NB you issued figures for the first part of this question in response to FOI 1575 2021 but the data was from 2019 and would therefore not reflect behaviour change prior to the scheme going live on October 25 2021.

Thank you for your request received by Transport for London (TfL) on 28 September 2021 asking for information about ULEZ compliant vehicles.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked:

1.Please could you tell me your latest figures for the total number of ULEZ compliant and non-compliant vehicles registered within the North and South Circular Roads?

2. Please could you tell me your latest estimates for how many ULEZ compliant and non-compliant vehicles registered OUTSIDE the area bounded by the North and South Circular roads travel INTO that zone either daily and/or weekly (or the closest metric you have to either).

 
  1. Please see the latest data we hold in the table below (ie the number of cars registered in the area in those two successive years -2019 and 2020). which is based upon 2019 and 2020 information from the Society of Motor Manufacturers & Traders (SMMT). The 2020 data was correct at the end of December 2020 and is the most recent information of this type that we hold.

Please note that the compliant vehicle volumes are for cars only. Electric vehicles are included in the total compliant cars. Please be aware that some of these vehicles may be registered in the respective areas but based elsewhere, such as for major fleets or leasing companies. Compliance is assessed by applying the ULEZ criteria and using the Euro status of vehicles assigned by the SMMT. Note that this is different to the operational process we use to assess ULEZ vehicles, which is based upon the actual recorded emissions of each vehicle, where available.

It should be noted that these compliance estimates are different to the figures for daily non-compliant vehicles estimated to be travelling within the ULEZ and expanded area and quoted in the ULEZ consultation materials. That figure refers to vehicles circulating in the relevant zone, of which a large proportion of traffic originates from outside the zones, and not vehicles registered in the area.

 
  1. We do hold estimates for the numbers of vehicles driving in the expanded ULEZ zone each day (data taken from the consultation documents), however, we do not track the origins of vehicles using ANPR, so we cannot say how many of the vehicles captured within the area originated from outside the area, or how many are residents so we are unable to answer this part of your request.
