You asked

Follow-on from FOI-1154-2223: 1) So I take it London Underground was informed on the 10th July 2022 that it was taking place. 2) What measures got put in place for the extra passenger numbers before the event? The information you have given is for two days after the event had started, customer numbers is incorrect from what I have been informed from the Mosque and Ealing council . Timings of passenger flow can’t be correct as how would the Mosque forget its two prays a day so the flow is at set times 4 times a day. 3) Did any reviews of congestion control & emergency plans take place before event? So no local review took place !! which has to take place before an event like this.

Thank you for your request received on 7 September 2022 asking for further information about the International Islamic Festival that took place at Northolt Bohra Mosque (Masjid-ul-Husseini).

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require. You asked for:

1)         So I take it London Underground was informed on the 10th July 2022 that it was taking place.

It was confirmed by the event organiser that the event would be held in London on 9 July 2022. Earlier communications were provisional and were awaiting confirmation. As previously advised, the event was between two locations, Dubai and the Northolt Bohra Mosque.

2)         What measures got put in place for the extra passenger numbers before the event? The information you have given is for two days after the event had started, customer numbers is incorrect from what I have been informed from the Mosque and Ealing council . Timings of passenger flow can’t be correct as how would the Mosque forget its two prays a day so the flow is at set times 4 times a day.

The Transport Management Plan (TMP) submitted by the organisers indicated a daily attendance of between 10,000 to 12,000 for the event across the day. The TMP also suggests the split for public transport and drop/collect combined would be between 2,500 and 4,000. The organisers also stated that they would be communicating with their local community to avoid using the London Underground network where possible to reduce the impact further.

There were no additional measures put in place until the Area Manager became aware that the event was happening. At this point, additional staff were requested to mitigate additional passenger flows to keep the station operating safely. As stated in our previous response, Travel Ambassadors were secured between 07:00 and 23:00 each day the event was taking place.

3)         Did any reviews of congestion control & emergency plans take place before event? So no local review took place !! which has to take

As stated in our previous response, the Network Contingency Planning Manager reviewed the Congestion Control & Emergency Plan (CCEP) and validated it, concluding that it was robust enough to deal with the expected demand based on data provided by the organisers.
