Dear Transport for London,
Could you please inform me and the public if there is a minimum service requirement of trains to and from heathrow(any terminal) for the picadilly line?
Is there a minimum number of trains or equivalent required?
Could you please inform the public of any compensation agreements between tfl and heathrow?
Furthermore, could you please explain how the procedure and process for determining the number of trains that are allocated to travel on the acton town to heathrow line vs the acton town to Rayners lane/Uxbridge branch.

Thank you for your request received by us on 5 and 6 September 2022 asking for information about London Underground’s Piccadilly line service.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require. You asked for the following:
Could you please inform me and the public if there is a minimum service requirement of trains to and from Heathrow (any terminal) for the Piccadilly line?
No.
Is there a minimum number of trains or equivalent required?
No.
Could you please inform the public of any compensation agreements between TfL and Heathrow?
There is no compensation agreement between TfL and Heathrow. However, page 21 in the refunds section of Transport for London’s Condition of Carriage states:
8.2.3 If your Tube or DLR journey was delayed by 15 minutes or more for reasons within our control, you may apply online for a refund. We will refund you the single pay as you go fare for the journey on which you were delayed. If you bought a paper single or return ticket we will refund the cash value for the delayed Tube journey. Furthermore, could you please explain how the procedure and process for determining the number of trains that are allocated to travel on the Acton Town to Heathrow line vs the Acton Town to Rayners Lane/Uxbridge branch.
We can advise that the methodology for determining the number of trains that are allocated to travel on the Acton Town to Heathrow line vs the Acton Town to Rayners Lane/Uxbridge branch takes account of:
The relative level of passenger usage to/from each branch.
The ability to achieve even intervals between trains.
The necessity to gain access to/from the depot at Northfields and the sidings at South Harrow where required.
The ability to turn trains at relevant places.
