You asked

I wish to obtain information regarding the delivery of Quietway 88 (the cycle route between Pimlico and Fitzrovia). A public consultation was held between 2015 and 2016 and the City of Westminster agreed to build it in 2019 as stated in this cabinet member report. Therefore, my request is, is this route funded and if so, when will it be built? May I have the response to my request via email?

Thank you for your requests received by Transport for London (TfL) on 27 September and 3 October 2021 asking for information about various Cycleways and Quietways.
 
Your requests have been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.

Your questions and our replies are as follows:

Quietway 88
I wish to obtain information regarding the delivery of Quietway 88 (the cycle route between Pimlico and Fitzrovia).

A public consultation was held between 2015 and 2016 and the City of Westminster agreed to build it in 2019 as stated in this
cabinet member report.

Therefore, my request is, is this route funded and if so, when will it be built?

Quietway 88 was fully funded in 2016 but was paused by Westminster City Council.  If Westminster would like to revisit implementation of this route, the route will require funding from TfL, which would be explored as part of internal budget planning.

I wish to obtain information regarding the delivery of the last section of Cycleway 4 (Rotherhithe Roundabout to Surrey Quays)

Is this last part of Cycleway 4 funded? And if so, when will it start being built?

The design and build for the Lower Road section of Cycleway 4 is led by Southwark Council and will be jointly funded with TfL. Subject to design and Southwark Council approval, TfL will look to secure their contribution to progress the scheme through to construction in 2022/23.

I wish to obtain information regarding the delivery of the Rotherhithe Cycleway. I am aware that a consultation was held for it in 2019 and that construction was due to start in 2020.

Is the Rotherhithe Cycleway funded? And if so, when will it start being built?

Construction work was due to start on Rotherhithe Cycleway in spring 2020 but was paused due to the pandemic. This section of Cycleway is not included for funding in the current funding plan (ending December 2021).

I wish to obtain information regarding the delivery of Cycleway 9 between Kew Bridge Junction and Brentford.

Is this section of Cycleway 9 funded? And if so, when will it be built?

Cycleway 9 between Kew Bridge and Brentford is currently in the latter stages of detailed design on the scheme that was consulted on in September 2017. TfL is looking at securing some funding for delivery of a small section between Kew Bridge and Waterman’s Park in 2022. Once the detailed design for the remainder of the route is complete TfL will look to secure the funding required to progress the scheme through to construction.

I wish to obtain information regarding the delivery of the Cycleway 25.  I am aware that a consultation was held for it in 2019.

Is Cycleway 25 funded? And if so, when will it start being built?

We do not hold any records on Cycleway 25 and we don’t recognise that route number as a current route in planning.

I wish to obtain information regarding the delivery of Quietway 8 (or Cycleway 36 as I believe it has now since been named). I am aware that a consultation was held for it in 2016 and that a small part of it was built in Burgess Park when C17 was constructed.

My question is therefore, is Quietway 8/Cycleway 36 still going ahead? And if so, when will it start being built?

This section of Cycleway is not included for funding in the current funding plan (ending December 2021).

I wish to obtain information regarding the delivery of Beam Parkway Cycleway (along New Road). I am aware that a consultation was held for it in 2018.

Is the Beam Parkway Cycleway funded? And if so, when will it start being built?


Beam Parkway is not a cycleway as such it’s been described as a linear park which is basically where part of the highway is being taken out to allow room for pedestrians and cyclists to move along the A316.


We managed to secure funding in this latest DfT settlement period, so contracts are currently being finalised while detailed design completes and it’s hoped that work will start in the next calendar year.

I wish to obtain information regarding the delivery of Colliers Wood to Sutton Cycleway. I am aware that consultations were held for it in 2019 and that a short part was built earlier this year.

Is the rest of The Colliers Wood to Sutton Cycleway going to be built? And if so, when will construction start? Also, what will it be called on the Cycleway numbering system?

We are working with the borough to focus on delivering the section through the Morden Hall Park to coordinate with National Trust maintenance needs. The first part of this was delivered at the start of summer. The remaining section of path through Morden Hall Park is planned to be delivered later this financial year. The small bridge over the brook by the DLR line is being designed and will be brought forward as soon as possible, which will complete the National Trust section. The Quietway section from Morden Hall Park to Merantun Way is currently being developed and its implementation is subject to identifying the required funding.
This route has not been allocated a Cycleway number at the current time.

I wish to obtain information regarding the delivery of Quietway 4. 

Is the last part around Earlsfield going to be built? And if so, when will construction start? Also, what will its new name be now that the Quietway brand has been discontinued?

There are no plans to build this section until the Borough bring forward plans. This route has not been allocated a Cycleway number at the current time.

I wish to obtain information regarding the delivery of Quietway 21. I am aware that consultations were held for it in 2016 and that a short part was built in 2018.

Is the rest of Quietway 21 going to be built? And if so, when will construction start? Also, what will its new name be now that the Quietway brand has been discontinued?

This cycle route runs between Greenwich to Bexleyheath. Parts of the route in Greenwich have been built but the works have not yet been signed off. We don’t have any information on if or when the rest of the route will be built as works were paused due to the pandemic. This route has not been allocated a Cycleway number at the current time.
