West London Orbital Railway and Dudding Hill Freight Line, north London
Please provide all your records:
- reasonably relating to either of the above two subjects:
- dated from 1 January 2018 to date (including email chains, even if some of those emails have earlier dates)
- including, but not limited to, any records about station locations, station designs, and platform lengths (such as how many "cars" [=carriages] can stop at them).
Note that the 'Dudding Hill Line' is part of the northern section of the 'West London Orbital' route, and that the proposed WLO route could handle services of more than one train operating company, not just 'London Overground'.
To help you, I enclose a 2-page PDF file showing recent material produced by the 'West London Alliance' of London boroughs, about the subject.
The PDF's first page includes some proposed stations. Please note:
- "OOC Victoria Road" is possibly in practice an extension of a station on the North London Line already proposed by Transport for London, called "Old Oak Common Lane",
and
- "Brent Cross" is possibly called "Brent Cross West", especially by the London Borough of Barnet.
All your records probably relate to public-sector bodies only. That seems to include Capita in the London Borough of Barnet, since they have told me they are in the public-sector too. There seems no chance therefore of commercial confidentiality issues cropping up.

Thank you for your email received by us on 14 August 2018 asking for records relating to the West London Orbital Railway and Dudding Hill Freight Line. I am sorry for the delay in responding.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we hold the information you require.
Please find attached the requested information. Due to the size of the attachments, it is necessary to send them in more than one email.
In accordance with TfL’s obligations under Data Protection Legislation, we are not obliged to disclose some personal information, as required by regulation 13 of the Environmental Information Regulations. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’. This is an absolute exemption and therefore not subject to a public interest test.
