Business case for Picketts Lock Station on Crossrail 2.

You asked
DfT previous advised me that TfL and Network Rail were not pursuing a station at Picketts Lock for Crossrail 2 because they had assessed that its benefits would be outweighed by a additional journey length for stations between Ponders End and Broxbourne, likely to be 2mins.
I sent a FOI to DfT asking for a copy of the business case that had been produced to form that view. They stated that they did not hold this and were referencing TfL's response to Crossrail 2 consultations.
They suggested I revert to you for the business case that would have had to have taken place to form this view or, is there no business case because no business case has been produced?
