This is to request formally details of any road closures and/or diversions in place or taking place unplanned on 13th July 2019 at the junction of the A4202 & Piccadilly at Hyde Park Corner (please see attached map). The reason for my request is to challenge a penalty charge for entering the ULEZ. I arrived at the location at c. 22.16 on 13th July to find the A4202 northbound closed to traffic and was diverted by workers in hi-vis jackets towards Piccadilly. After further research, I have found that the closure may have been related to the concert in Hyde Park that evening (Florence & the Machine). I would be grateful for a prompt response as any information will be used to support my appeal against the charge, my initial challenge having been rejected as I was unable to provide evidence of the closure.
