Please consider this as a Freedom of Information Request. 1. Specifically, I would like to know when the scrappage scheme was conceived. 2. Why it was not implemented alongside the roll-out of the ULEZ. 3. I would also like to know when it is likely to be implemented, 4. What are the eligibility requirements and what consultation you have done with the public regarding the scrappage scheme.

Thank you for your request received by Transport for London (TfL) on 27 July 2019 asking for information about the scrappage scheme.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require.  You asked:

  1. Specifically, I would like to know when the scrappage scheme was conceived.

     

  2. Why it was not implemented alongside the roll-out of the ULEZ.

     

  3. I would also like to know when it is likely to be implemented,

     

  4. What are the eligibility requirements and what consultation you have done with the public regarding the scrappage scheme.

The scheme was announced by the Mayor on 14 February 2019.  Further information on the scheme is available on our website at the following location: https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/scrappage-scheme?cid=scrappage-scheme.

The decision on how the scheme will operate, the eligibility requirements and when it will commence is currently with the Mayor and will be publically announced when that decision has been taken. As the details of how the scheme will operate have not yet been confirmed, it was not possible to coincide the launch with the launch of ULEZ.

Therefore in accordance with the FOI Act, TfL is not obliged to supply you with the information you have requested as it is subject to a statutory exemption to the right of access to information, under Section 22 of the Act. In this instance the exemption has been applied as the information you have requested is intended for future publication.

This exemption is subject to a public interest test, which requires us to assess whether the public interest in applying the exemption outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the publication of this information, in context and according to the pre-determined schedule, rather than in response to your request, to ensure the information is provided accurately and in an accessible manner.
