Can I please request the latest schedule/programme information for these proposals, covering any current activities and through to completion of construction?
The Transport for London consultation webpage states that “After considering all responses, we have decided to proceed with the proposals as set out in the consultation documents. Works will therefore commence in early 2017, with completion in spring 2017.” Can I please request information giving the reasons why the scheme’s construction has not met these dates, e.g. the latest progress report document?
Can I also please request the latest drawing giving an overview of the proposed layout including any post-consultation changes?

Thank you for your requests received on 1 September 2017 asking for information about proposed junction changes.
Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we hold some of the information you require. You asked for:
• Marylebone Road (A501), Harewood Avenue and Enford Street
This scheme was consulted on between November 2015 and January 2016. We published the outcome of the consultation in August 2016, this stated that we would start construction in 2017. Further details on the outcome of the consultation, including the latest drawings, can be found on our website:

• Harrowby Street, Edgware Road and Burwood Place
The scheme was consulted on between December 2015 and March 2016. In light of the feedback we received from the consultation, the design has been amended to provide straight across crossings on Edgware Road, this updated design is attached.
For both of these sections, we have been unable to commence construction as both schemes are dependent on the approval of Westminster City Council, this is due to the fact that part of the schemes are within Westminster’s highway boundary. At present we are unable to reach an agreement and there are on-going discussions with Westminster on this matter. We hope to be able to resolve the issue as soon as possible. If agreement is reached it would take up to three months to be able to start work on site subject to the necessary approvals and permits required.
• Hamilton Terrace and Northwick Terrace with St. John’s Wood Road
The scheme was consulted on between December 2015 and February 2016. We have not yet published a response to consultation report setting out our next steps with the scheme, but plan to do so by early 2018 at the latest.
In accordance with the EIR, we are not obliged to supply the latest drawings for this section as they are subject to a statutory exception to the right of access to information under Regulation 12(4)(d) , which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data.
In this instance the exception has been applied as the requested drawings are still being drafted. Following the consultation we are still reviewing the proposed layout and this work has not yet been finalised.
This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the finalisation of the drawings, once all relevant factors can be taken into account, rather than the disclosure of information which does not accurately reflect any amendments that might still be made.
