Methodology and analysis used for identifying bus routes that should be reduced or shut down, and how often is this analysis performed?

Hi,
I would like to know: i) what methodology and analysis you apply, as well as which data inputs (Oyster card's boarding and alightings or the use of BODS [bus origin destination survey]) you use for identifying which bus routes should be reduced or shut down, ii) how often you perform that analysis [to identify routes that are ‘loosing’ money, or not financially sustainable] and iii) is the analysis performed on the whole bus network or only on parts of it.
If there is any document which shows this analysis being applied, that would work great.

Thank you for your request received on 1 September 2017 asking for information about how we decide to change bus routes.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we do hold the information you require.
We make every effort to ensure our bus services meet the demands of our passengers. Usage is regularly reviewed to ensure that our bus routes provide sufficient capacity. When bus routes are developed, several factors need to be considered such as weight restrictions, low bridges and road widths. Changes to bus routes can also be affected by the introduction of other services such as the Elizabeth Line or a development such as shopping centre. Different factors are considered when reviewing each route, including current and expected usage. Information on the methodology and analysis used during bus route changes is available on our website using the following links:
