You asked

In your letter of 18 December 2015 regarding the London Borough of Haringey's Local Implementation Plan (LIP) 2016/17 Annual Spending Submission (http://content.tfl.gov.uk/lip-funding-confirmation-letters-16-17-haringey.pdf) you confirmed that the London Borough of Haringey's Major Schemes bid for White Hart Lane had been successful. In appendix 1 of that letter 'Key requirements for Major Schemes', you say that 'scheme designs should pay particular attention to improving conditions and safety for cyclists and pedestrians' and that 'schemes are expected to be consistent with the London Cycle Design Standards (LCDS) and any subsequent editions/updates'. I would like to know if you have received assurance from the London Borough of Haringey that the scheme they are bringing forward for White Hart Lane will: Improve conditions and safety for cyclists, and; is compliant with LCDS. I would be grateful if you could share documentation related to the above (for example correspondence between TfL and the London Borough of Haringey related to the impact on cycling of the White Hart Lane proposals), including any evidence presented by the London Borough of Haringey (for example a copy of a Healthy Streets Check and supporting evidence). Thank you for your request received by Transport for London (TfL) on 13 August 2018 concerning LB Haringey’s LIP Major Scheme on White Hart Lane which supports the Mayor of London’s objectives to promote active travel and create healthy streets..

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.

There are some improvements planned for cycling as part of this scheme, however the main objective is to improve the walking environment between the station and the High Road in light of the ongoing works associated with the new football stadium.

The scheme is on the LIP Major Scheme programme and TfL is currently awaiting their final submission with supporting evidence before allocating any further funding. In the meantime a Healthy Streets Check has been carried out which is detailed below. If you require further details about the design you may wish to contact the borough directly, as they are responsible for developing the design and managing delivery of the project.

We have been unable to identify any other documents or correspondence relating to the impact on cycling for this scheme. As stated the borough have yet to submit their supporting information in terms of Business Case / Final designs so we are not in position to either comment on, or share it, as we have not received it.

The scheme is led by LB Haringey, so you may wish to submit your request to them, as they are best placed to reply.
