TfL implemented a semi-segregated bike lane scheme on the route of what it calls CS7 between Balham and Colliers Wood in September 2020.
It would be usual practice to undertake a road safety review identifying the number and severity of casualties by mode for 3 years before and 3 years after implementation.
Can you please release this report and any other associated reports, presentations and information, including emails related to the road safety of this scheme.

Thank you for your request received by Transport for London (TfL) on 25 July 2024 asking for information about the CS7 between Balham and Colliers Wood.
Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy. I can confirm that we do hold the information you require.
Please find attached the documents related to the road safety of this scheme. In accordance with our obligations under Data Protection legislation some personal data has been removed, as required by Regulation 13 of the EIRs. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of Article 5 of the UK General Data Protection Regulation which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.
We are unable to provide all the emails relating to the safety of this scheme, as searching for these would would impose unreasonable costs on us and require an unreasonable diversion of resources. We are therefore applying Regulation 12(4)(b) as we believe answering this part of your the request is ‘manifestly unreasonable’.
