Thank you for your request received by Transport for London (TfL) on 29 October 2020 asking for information about ULEZ signage.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

At Edgware Road on this date there was a diversion in place due to an emergency water mains burst that happened over a weekend. The initial diversion was placed to direct people away from the danger as safely as possible and this took drivers into the charging zone. The diversion was in place from 31/07/20 at 20:00 hours – 3/08/20 at 0:900 hours and the route was Oxford Street - Gloucester Place - Marylebone Road - Old Marylebone Road, and takes the driver through the charging zones.

As this diversion was implemented the result of an emergency we were not initially made aware that it was in place. When we were informed the diversion was amended to take vehicles away from the zone. All of our signage is approved by the Department for Transport however we do not hold any evidence of the temporary signage which was put in place advising of this temporary diversion.

We have specific business rules in place where if a motorist receives a penalty as a result of an unplanned diversion into the Congestion Charging or Ultra Low Emission Zone, and the penalty is challenged on that basis, the PCN will be cancelled.

As your penalty was incurred on 1 August 2020, when the diversion was in place, it has now been cancelled.

On 1 August 2020 between 11am and 1pm there were 10 Congestion Charge PCNs and 5 ULEZ PCNs issued by the camera on Homer Street.

The first weekend the Congestion Charge was payable was 29 June 2020. However we did not issue any penalties for weekend contraventions until Saturday 6 July. No Congestion Charging PCNs have been issued from the camera on Homer Street on the weekends preceding 1 August. There was 1 ULEZ PCN issued between 11:00-13:00 on 14 September 2019 from this camera.
