Under FOI, please can you provide a breakdown of how much money is collected per annum via the congestion charge and also penalty charge notices. In addition, how this money is then subsequently reinvested throughout the TFL network.

Thank you for your request received by Transport for London (TfL) on 21st September 2021 asking for information about Penalty Charge Notice payments.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.
Specifically you asked:

Congestion Charging (CC) gross income, as shown for example on p144 of the 2020/21 Report, is reported as a single value. A breakdown of ‘charge’ and ‘enforcement’ income over the last five years is shown in the table below.

All of our income is incorporated into the overall TfL budget and reinvested in the Capital’s transport network as set out in our published budgets and business plans, which are available on our website here:
While there is no requirement for us to record the actual spend against CC income, for the first 10 years after the scheme was introduced in 2003, the GLA budget included an indicative attribution of how net revenue from the scheme would be applied. An example of this is shown in the attached document. It should be noted, however, that the amounts quoted indicate a contribution to TfL’s total investment in each of the listed schemes.
