I would like:
1) The analysis that has led you to propose a new route for the 27 namely that it terminates at hammersmith rather than chiswick business park. Please let this include the usage data including passenger numbers at all times of the day and for weekdays and weekends .
2) The equivalent usage data for the Chalk Farm end of the route.
3) All internal emails discussing the proposed No. 27 bus route change and discussion of the analysis underpinning the proposed change.

Thank you for your email received on 12 August asking for information regarding the No.27 bus route change. I apologise for the delay in replying to you.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm that we hold the information you require. You asked for:
1)The analysis that has led you to propose a new route for the 27 namely that it terminates at Hammersmith rather than Chiswick business park. Please let this include the usage data including passenger numbers at all times of the day and for weekdays and weekends.
2) The equivalent usage data for the Chalk Farm end of the route.
The following information was used to determine the level of service required. It represents the hourly passenger demand at the points specified:
On Chiswick High Road at Turnham Green a maximum total of 15.6 buses per hour (bph) is required compared with about 31 bph (double-deck equivalent) provided. Removing route 27 would still leave spare capacity on the corridor.
Between Hammersmith and Turnham Green, a maximum of 9.7 bph is required compared with 22.8 (double-deck equivalent) provided. Again, removing route 27 from this corridor would still leave enough capacity on the remaining routes.
No usage data was extracted for other times of day, weekends or the Chalk Farm end of the route as part of the analysis for this scheme.
I have also attached various reports we hold giving raw survey data from various dates which was used to determine the level of service. The older data is generally not used for this but has been included for completeness.
3) All internal emails discussing the proposed No. 27 bus route change and discussion of the analysis underpinning the proposed change.
Under section 12 of the FOI Act, we are not obliged to comply with a request if we estimate that the cost of determining whether we hold the information, locating and retrieving it and extracting it from other information would exceed the appropriate limit. This is calculated at £25 per hour for every hour spent on the activities described.
We have estimated that it would exceed the cost limit to provide all internal emails discussing the proposed No. 27 bus route change and discussion of the analysis underpinning the proposed change as there has been over 1000 emails exchanged on this subject matter.
To help bring the cost of responding to your request within the £450 limit, you may wish to consider narrowing its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you want to refine your request or make a Freedom of Information Act request in future, please bear in mind that the Freedom of Information Act allows you to request recorded information held by Transport for London. You should identify the information that you want as clearly and concisely as you can, specifying the types of document that you are looking for. You might also consider limiting your request to a particular period of time, geographical area or specific departments of TfL.
Although your request can take the form of a question, rather than a request for specific documents, TfL does not have to answer your question if it would require the creation of new information or the provision of a judgement, explanation, advice or opinion that was not already recorded at the time of your request
