You asked

I would be grateful if you could provide the correspondence between TFL and your signage contractor in respect of the installation of 30 MPH speed signs and the “New speed limit” sign on the West Cross route on the East bound carriageway of The West Cross Route close to the junction with the A40. These signs were erected in September / October last year. This information was previously requested along with the correspondence on other signage on the A40 under request 0321-2223 CRM:0138675 However only the correspondence in respect of the A40 signs was provided.

Thank you for your email received by us on 22 August 2022 asking for information about the West Cross Route.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold some of the information you require. You asked for:

correspondence between TFL and your signage contractor in respect of the installation of 30 MPH speed signs and the “New speed limit” sign on the West Cross route on the East bound carriageway of The West Cross Route close to the junction with the A40. These signs were erected in September / October last year. This information was previously requested along with the correspondence on other signage on the A40 under request 0321-2223 CRM:0138675 However only the correspondence in respect of the A40 signs was provided.

In reference to your comment regarding the signage of interest, we would like to advise that these signs on the West Cross Route were installed between 10 and 16 March 2021. We do not hold any information regarding installation of these signs in September/October.

Please note that in accordance with TfL’s obligations under the General Data Protection Regulation (GDPR), some personal data has been removed from this correspondence, as required by section 40 of the FOI. This is because disclosure of this personal data would be a breach of the legislation, specifically the first principle of the GDPR, which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.
