Can you please tell me how many payments, and their total value, are made by drivers that have not entered the congestion charging zone in the years 2020 and 2021 to date.

Thank you for your request received by Transport for London (TfL) on 19 September 2021 asking for information about the Congestion Charge. Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. You asked: Can you please tell me how many payments, and their total value, are made by drivers that have not entered the congestion charging zone in the years 2020 and 2021 to date.
We do not hold the information you have requested.
To explain further, when the charge is paid for a vehicle, any images of that vehicle in the zone are deleted. We only need to keep images of vehicles who enter the Zone when the charge hasn’t been paid - these images are then used for issuing penalty charge notices (PCNs).Therefore we are unable to verify how many payments and much has been paid in charges for vehicles that have not gone into the Zone as we do not hold that information.
