Thank you for your request received on 5 October 2020 asking for information about works and Low Traffic Neighbourhood (LTN) scheme in Clapham.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our Information Access Policy. I can confirm we do hold the information you requested. You asked:
1) Please detail what modelling or other studies TfL has made of the impact of the CS7 works in Clapham High Street and Low Traffic Neighbourhood schemes in the Clapham area on potential congestion and journey times for emergency vehicles.
TfL has not undertaken detailed traffic modelling of the CS7 changes or Low Traffic Neighbourhoods in Clapham. These changes were introduced as part of a temporary traffic order and the impacts on journey times for all traffic is being monitored. If the changes are to be made permanent, then a consultation and in-depth modelling will be carried out.
2) Please detail what Equality Impact Assessment has been made in respect of the above.
An Equality Impact Assessment has been undertaken on the scheme, and TfL has complied with its Public Sector Equality Duty as set out in section 149 Equality Act 2010. This requires TfL when carrying out its functions to have due regard to the need to (i) eliminate unlawful discrimination, harassment and victimisation; (ii) advance equality of opportunity between people who share a relevant protected characteristic and those who do not; and (iii) foster good relations between people who share a relevant protected characteristic and those who do not.
