Colindale Station Redevelopment - Postponed planned closure from 25-28 July

You asked

As per your email to the public on 20 July 2024 saying that the planned Northern Line closure between 25 to 28 July was postponed to 7 to 8 September, with the statement "not expected to impact the reopening date for Colindale station in December.", please provide under FOIA the followings. 1. The "reassessment of the construction programme" report being mentioned. 2. The works planning or method statement originally submitted to TfL describing the works to be carried out between 25-28 July to justify the necessity of a 4-day closure. 3. The works planning or method statement submitted to TfL describing the works to be carried out 7-8 September to justify the necessity of a weekend closure. 4. List of latest construction works planned to be carried out between 28 July and 7 September 2024. 5. List of construction works originally planned in August 2024 after the works requiring 4 days closure.

Thank you for your requests received by Transport for London (TfL) on 20 July 2024 asking for information about Colindale Station.

Your requests have been considered under the requirements of the Environmental Information Regulations and our information access policy.

I can confirm that we do hold some of the information you require. However, given the extent of the information you are looking for, we are applying Regulation 12(4)(b) as we believe that the request is ‘manifestly unreasonable’ because providing all the information you have requested would impose unreasonable costs on us and require an unreasonable diversion of resources.

If you could focus your request to items which are of most interest to you, we are more likely to be able to answer these within a reasonable time. For example, we can answer your request about replacement buses, but providing ‘all the ground movement and structure movement monitoring records’ would require a substantial amount of work.

We can confirm that the postponed closure in July is not expected to impact the reopening date for Colindale station in December. However, in order to collate all of the information you have asked for in your three requests, we would need to search various separate storage systems. Any relevant information would then need to be manually reviewed to remove any personally information and to check for any commercially sensitive information which would not be appropriate to share. This task would take an excessive amount of time.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services and also help address your particular concerns about this issue. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.

You may wish to consider refining your request to concentrate on matters which are important to you. We will consider your request again, if you are able to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking. If you have specific questions we will be happy to consider those.
