Enquiry on the Progress of the Reconstruction of Colindale Station

You asked

I am given to understand that the previously announced four-day closure of the Northern line between Edgware and Golders Green from Thursday 25 until Sunday 28 July has been postponed. TfL advised that it is due to reassessment of the construction programme and is not expected to impact the reopening date for Colindale station in December. The closure will now take place over two days on Saturday 7 and Sunday 8 September. I would like TfL to provide the following to substantiate the statement of "not expected to impact the reopening date for Colindale station in December": 1. Any updated contractor's report showing the overall programme of the reconstruction work; 2. Any updated contractor's report showing the short-term programme of site works to be carried out in July, August and September; 3. Any updated site photos showing the progress of the reconstruction works; 4. Any contractor's attendance records showing the manpower allocated on site since the station closure on 7 June 2024; and 5. Minutes of Site Meetings between TfL and the contractor since the station closure on 7 June 2024. Thanks.

Thank you for your request received by Transport for London (TfL) on 20 July 2024 asking for information about Colindale Station.

Your request has been considered under the requirements of the Environmental Information Regulations and our information access policy.

I can confirm that we do hold some of the information you require. However, given the extent of the information you are looking for, we are applying Regulation 12(4)(b) as we believe that the request is ‘manifestly unreasonable’ because providing all the information you have requested would impose unreasonable costs on us and require an unreasonable diversion of resources of staff responsible for these works.

Requests for ‘any’ reports, photos, records etc. are extensive and would require members of the relevant teams searching for all records covered by these requests. If you are able to request more specific information, we are more likely to be able to provide this within a reasonable timescale.

We can confirm that the postponed closure in July is not expected to impact the reopening date for Colindale station in December. However, to provide all the information you have requested in order to substantiate our statement would take an excessive amount of time.

The use of this exception is subject to a public interest test, which requires us to consider whether the public interest in applying the exception outweighs the public interest in disclosure. We recognise that the release of information would promote accountability and transparency in public services and also help address your particular concerns about this issue. However, the time it would take to provide the information you have requested would divert a disproportionate amount of our resources from its core functions and on balance we consider that the public interest currently favours the use of the exception.

You may wish to consider refining your request to concentrate on matters which are important to you. We will consider your request again, if you are able to narrow its scope so that we can more easily locate, retrieve and extract the information you are seeking.
