Dear Transport for London,
In the consultation material for the Silvertown Tunnel cycle bus service, TfL states that "a privately operated [cycle] ferry service is unlikely to be free of charge, and our modelling data suggests that there would be low uptake amongst cyclists."
Under the Freedom of Information Act 2000, please give me details of this modelling. Specifically:
* When the modelling was carried out, and by whom (TfL or some other organisation)
* The model's inputs (including details of when & where it came from) and output, i.e. forecast numbers of cycle users for a privately operated cycle ferry
* Any documents or correspondence you hold detailing how the calculations were made and how the model and input data were validated

Thank you for your request received by Transport for London (TfL) on 20 July 2023 asking for information about Silvertown Tunnel.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.
* When the modelling was carried out, and by whom (TfL or some other organisation) The analysis for a ferry was carried out in 2018 by TfL. This is the latest data that we hold. While there have been some updates to the model since this work was carried out, the underlying route choice algorithm remains unchanged as we require a more stable post-pandemic period during which to collect new data.
* The model's inputs (including details of when & where it came from) and output, i.e. forecast numbers of cycle users for a privately operated cycle ferry. Please see the attached note, in particular Section 5 which describes the inputs to the modelling, and Table 4 in Section 8 which provides the forecast range of users of a ferry service under a ‘charged’ and ‘free’ scenario.
* Any documents or correspondence you hold detailing how the calculations were made and how the model and input data were validated. See attached note.
