Dear Sirs, 1) Please can you advise what estimate TfL have made for the number of different HGV’s above 12tonne that will be entering London each year that will require a Direct Vision Safety Permit. ‘Different refers to Gross Vehicle Weight’? 2) What is TfL’s estimate of the number of HGV’s that will require retrofit equipment to obtain a Direct Vision Safety Permit? 3) What are the latest figures for the number of HGV’s issued with a Direct Vision Safety Permit categorised by star rating (Please confirm numbers for each star rating and the date on which they were calculated)?

Thank you for your request received by Transport for London (TfL) on 5 October 2020 asking for information about HGVs and Direct Vision Safety Permits.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require.  Please see below:

  1. Please can you advise what estimate TfL have made for the number of different HGV’s above 12tonne that will be entering London each year that will require a Direct Vision Safety Permit. ‘Different refers to Gross Vehicle Weight’?

Data of unique vehicle entries to London based on ANPR analysis shows that in 2016 there were ca. 225,000 HGVs > 12t gross vehicle weight (gvw) which entered or operated in London. We are currently not holding this data by different weight categories >12t gvw.

We are in the process of carrying out further data analysis to develop an estimate of vehicles expected in 2021 based on up to date ANPR data and estimates around operators restructuring their fleets to reduce the overall number of vehicles used for operation in London.

  1. What is TfL’s estimate of the number of HGV’s that will require retrofit equipment to obtain a Direct Vision Safety Permit?

We estimate that 0 star vehicles represent 29 per cent of the London population of HGVs >12t gvw, based on work undertaken in April 2018 by AECOM on behalf of TfL.

  1. What are the latest figures for the number of HGV’s issued with a Direct Vision Safety Permit categorised by star rating (Please confirm numbers for each star rating and the date on which they were calculated)?
