I would like to request the following information under the Freedom of Information Act 2000.
1) Since 1 Jan 2012 the number of non-UK-registered vehicles that have been fined for entering the LEZ.
2) Since 1 Jan 2012 the monetary amounts of the fines issued to non-UK-registered vehicles for entering the LEZ.
3) Since 1 Jan 2012 the monetary amounts of the fines actually collected with respect to LEZ infringement by non-UK-registered vehicles.
In each of cases (1)-(3) above, please provide annual figures for years in question.

Thank you for your request received by Transport for London (TfL) on 24 August 2017 asking for information about non-UK-registered vehicles that have been fined for entering the LEZ.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold the information you require. You asked:
1) Since 1 Jan 2012 the number of non-UK-registered vehicles that have
been fined for entering the LEZ.
2) Since 1 Jan 2012 the monetary amounts of the fines issued to
non-UK-registered vehicles for entering the LEZ.
3) Since 1 Jan 2012 the monetary amounts of the fines actually
collected with respect to LEZ infringement by non-UK-registered
vehicles.
In each of cases (1)-(3) above, please provide annual figures for
years in question.
Transport for London (TfL) implements a robust system for ensuring that foreign registered vehicles are held to the same LEZ standards as UK-registered vehicles. As we do not have access to the vehicle details, foreign vehicles need to be registered with us to demonstrate that they meet the required LEZ standards.
Where the keeper of a foreign registered vehicle does not register with TfL and does not meet the LEZ standards, TfL does everything possible to ensure a consistent level of enforcement for all road users by using a dedicated European Debt Recovery Agency. The agency has established links with over 20 vehicle licensing authorities across Europe and issues Penalty Charge Notices (PCNs) where the vehicle keeper details of the vehicle that committed the contravention is available.
Cross border enforcement is understood to be a difficult process for all enforcement agencies across the UK. The current EU data exchange legislation only relates to criminal offences such as speeding and does not cover civil offences such as those enforced by TfL, including the LEZ.
The table below shows the number of penalties issued per calendar year between 1 January 2012 and 31 August 2017. On 3 January 2012 new LEZ standards were introduced and more vehicles were affected. In order to ensure all motorists were aware of the required standards, including the keepers of foreign registered vehicles, we issued warning letters rather than PCNs. This accounts for the smaller number of PCNs issued in 2012.
