traffic light sequences Green Street and Boundary Road

Many thanks for your prompt reply which is appreciated, the sequence we are interested in is indicated in bold/underlined and we need to determine that at that time frame would it be that the traffic lights on Green Street and Boundary Road would they both operate in tandem? As in both be on green at the same time and then sequence through to red?

Thank you for your further request received by Transport for London (TfL) on 23 August 2017 asking for further information about a specific traffic light sequence for the traffic controls at the junction of Barking Road and Green Street.
Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm that we hold some of the information you require.
13:00 SPAR MAXC R716=96 ;WAT M-F
Simply means that at time 13:00 the maximum cycle time gets set to 96 seconds. The cycle time is the amount of seconds for the traffic light on street to go through all its required stages. To read it more in English would be at time 13:00 Scoot Parameter Maximum Cycle Time of all sites in Region number 716 Set to 96 seconds. The ;WAT M-F is comment text saying Weekly Automatic Timetable Monday to Friday.
The actual Green Signals on Street are set against each Stage in the configuration we have already supplied.
So the Phase letters against descriptive names are on page 6
And which combination of phases make up a running Stage are on Page 4
The question raises a question about Green Street and Boundary Road, they are phases E and F. As can be seen in the Phase/Stage relationship grid they do indeed come on together in Stage 3.
It can be visually easier to read the stages as they are drawn out on the timing sheet, attached but the diagram shown here:
The normal operation of these signals is to use stages 1, 2, 3 and 4. So every cycle Stage 3 will appear and both Phases E and F do indeed come on together.
Please note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been withheld, as required by section 40(2) of the FOI Act. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.
