I would like to know how many people were issued with a penalty notice for ULEZ, Dart Charge and congestion charge between the 1st January 2020 and 2022 to present date.
Please can the above information be given to me individually, meaning data for each zone/ charge, apose to collectively, meaning all three.
I would also like to know how many appeals where granted for each zone. How many appeals were won and how many appeals were at a loss, again, for the years stated above 2020 to present date 2022.

Thank you for your request received by Transport for London (TfL) on 18 August 2022 asking for information about Road User Charging.
Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold some of the information you require.
I would like to know how many people were issued with a penalty notice for ULEZ, Dart Charge and congestion charge between the 1st January 2020 and 2022 to present date.

The Dart Charge is run by Highways England rather than TfL and therefore we do not hold information on the number of PCNs issued
The ULEZ was launched on 8 April 2019 and covered the same area as the Congestion Charging zone. On 25 October 2021, the ULEZ was expanded up to, but not including, the North and South Circular roads. The expanded zone is 18 times larger than the original zone.
The table below details the number of penalties issued for the ULEZ per calendar year until 31 August 2022.

I would also like to know how many appeals where granted for each zone. How many appeals were won and how many appeals were at a loss, again, for the years stated above 2020 to present date 2022.
If a vehicle owner receives a PCN they believe to have been wrongly or unfairly issued they have the right to challenge it by making a representation as instructed on the PCN itself. If the representation is accepted the penalty is cancelled. If we reject the representation the motorist has a further right of appeal to an Independent Adjudicator at London Tribunals. If the appeal is refused the penalty remains open, if it is allowed the penalty is cancelled.
