I would like to make a freedom of information request for the following 1. the number of penalty charge notices issued during the period of the road closure and this temporary diversion route at Seymour Place. 2 the number of penalty charges for the immediate preceeding period of the same duration. To clarify I am looking for directly comparable date for penalty charge notices during the road work period and prior to the road work period.

Thank you for your request received by Transport for London (TfL) on 18 September 2020, asking about penalty charge notices.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy.  I can confirm that we hold the information you require. You asked:

I would like to make a freedom of information request for the following 1. the number of penalty charge notices issued during the period of the road closure and this temporary diversion route at Seymour Place. 2 the number of penalty charges for the immediate preceding period of the same duration. To clarify I am looking for directly comparable date for penalty charge notices during the road work period and prior to the road work period.

The diversion was in place from 31 July to 3 August. For these four days, a total of 52 penalty charge notices (PCNs) were issued for Congestion Charge and ULEZ contraventions, which were identified by the enforcement cameras on Seymour Place. It is worth noting however that the diversion began at 8pm on the 31 July and ended at 9am on 3 August.

In the preceding four days, from 27 July to 30 July, the total was 54 PCNs.

Please note that there is no way of telling if these PCNs were issued as a result of the diversion or simply because the vehicles were observed in the zone with no valid charge payment.
