Under the FOI Act, I would like to request the following information, please. My questions relate to the Roads and Transport Enforcement Operations within the CPOS Directorate of Surface Transport. 1.) I would like to know how much an acting team leader on development opportunity costs on average in a period, taking into account their pay and the loss of revenue by not deploying them on street. 2.) I would like to know if acting team leaders are authorised to work from home or leave before the end of their shift, and under which policy, since their substantial grade is operational. 3.) I would like to receive a copy of the business case justifying the existence of acting team leaders.

Thank you for your request received by Transport for London (TfL) on 22 July 2019 asking for information about the Roads and Transport Enforcement Operations within the CPOS.

Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require.

  1. I would like to know how much an acting team leader on development opportunity costs on average in a period, taking into account their pay and the loss of revenue by not deploying them on street.

Acting Team Leaders are paid in line with Roads and Transport Enforcement Operations (RTEO) T&C and are not receiving any additional pay for taking on this role. We consider their release into this role as covering essential supervisory positions awaiting the conclusion of CPOS Operations Transformation. These acting roles will cease within the next few months once the assessment and selection process for Assistant Operations Managers has completed.

  1. I would like to know if acting team leaders are authorised to work from home or leave before the end of their shift, and under which policy, since their substantial grade is operational.

Working from home is not part of the role but there may be extenuating circumstances where flexibility of working is required and would be authorised by a line manager.

      3. I would like to receive a copy of the business case justifying the existence of acting team leaders.

There is no business case and the decision to have acting team leaders was made by the CPOS Operations Senior Management team based on business needs.
