Our ref: FOI-1231-2324/GH Thank you for your request received by Transport for London (TfL) on 17 July 2023 asking for information about Edgware Bus Station redevelopment. Your request has been considered under the requirements of the Freedom of Information Act 2000 and our information access policy. I can confirm that we do hold the information you require. Transport for London and Ballymore have been engaged in pre-application consultation on Edgware since 2021 ahead of submission of an outline application later this year. Formal consultation on their planning application will be undertaken by the council when the planning application has been submitted. We have responded to each of your requests below. 1.The report by which TFL has taken the decision to be included in a redevelopment plan led by Ballymore Please find attached a copy of the report to the Chief Finance Officer. Please note that some information has been redacted, as it is subject to a statutory exemption to the right of access to information under section 43(2). In this instance the section 43(2) exemption has been applied as disclosure would, or would be likely to prejudice our commercial interests, as well as those of Ballymore. Disclosure of the costs could hinder TfL and Ballymore’s ability to negotiate the best value for money for similar services in the future. The use of this exemption is subject to an assessment of the public interest in relation to the disclosure of the information concerned. We recognise the need for openness and transparency by public authorities, particularly where the expenditure of public money is concerned, but in this instance the public interest in ensuring that we are able to obtain the best value for public money outweighs the general public interest in increasing transparency of our processes. 2. The equalities impact study that has been carried out The EQIA is currently being undertaken and will be submitted with the planning application. 3. The consultation by TFL (not Ballymore) that has been carried out and future plans for consultation as required by legislation. TfL has not undertaken a consultation separately from Ballymore. Any future TfL consultation will be undertaken with individual reserved matters planning applications and will be agreed on a case by case basis with reference to planning legislation. 4. Why the redevelopment plans are not on the TFL website where all TFL schemes are listed The TfL property website is currently being comprehensively updated and Edgware will be included on it when the website is relaunched. 5.The business plan including finance. This is also exempt from disclosure under Section 43 as explained above. 6. From the plans presented it appears that there will be no enclosed bus station comparable to the present bus station. Is this correct and if so why is there no replacement? The new interchange will improve on the current situation by providing new covered waiting areas much closer to the station entrance than the current bus stands. The new interchange will also improve passenger experience by making route planning much simpler with better passenger information, providing more pleasant and comfortable facilities and more convenient interchanges between different modes of travel. By separating the bus garage from the bus station and delivering a new underground electrified bus garage we can improve the current situation which sees all buses leave and access Station Road at one narrow turning and help accelerate the electrification of the local bus fleet and improve local air quality. 7. Will TFL be separate applicants of the planning application? Ballymore will be the named applicant for the forthcoming application.
