You asked

I request copies of all correspondence between TfL and Croydon Council, since 2014, regarding the pedestrianisation of Croydon High Street. I would also request any traffic monitoring data for the area conducted in the past three years. And I would also like to see any reports, from TfL or other bodies, about bus route re-organisations as they affect the area surrounding Croydon High Street, including George Street, Park Street, Katharine Street and St George's Walk.

Thank you for your request received on 22 August 2017 asking for information about the pedestrianisation of Croydon High Street.

Your request has been considered in accordance with the requirements of the Environmental Information Regulations and our information access policy. I can confirm we do hold some of the information you require. You asked for:

I request copies of all correspondence between TfL and Croydon Council, since 2014, regarding the pedestrianisation of Croydon High Street.

Please find attached email correspondence between TfL and Croydon Council (including their appointed consultants for this project) regarding their project to pedestrianise Croydon High Street.

Three meetings have been attended by TfL officers in relation to this scheme:

• Monday 26 June - Business Stakeholder Forum hosted by Croydon Council
• Friday 4 August - a meeting hosted by TfL with officers from the Council and their consultants to discuss the scheme more widely
• Tuesday 12 September - a site visit with TfL Bus Operations, Council officers, and the appointed consultants

No formal minutes were taken of these meetings but actions are referred to in attached email correspondence.

Please note that in accordance with the EIR, we have not supplied the ‘170412 Croydon Bus Review v2’ document which was attached to one of the e-mails. This document is subject to a statutory exception to the right of access to information under Regulation 12(4)(d) , which provides that a public authority may refuse to disclose information to the extent that a request for it relates to material which is in the course of completion, to unfinished documents or to incomplete data. In this instance the exception has been applied as the document was a draft version and has since been superseded.

This exception is subject to a public interest test, which requires us to assess whether the public interest in applying the exception outweighs the public interest in disclosure. In this instance, it is considered that the public interest favours the later version of the report, once all relevant factors had been taken into account, rather than the disclosure of information which does not accurately reflect the current proposals.

Please also note that in accordance with TfL’s obligations under the Data Protection Act 1998 (DPA) some personal data has been removed, as required by regulation 13 of the EIR. This is because disclosure of this personal data would be a breach of the DPA, specifically the first principle of the DPA which requires all processing of personal data to be fair and lawful. It would not be fair to disclose this personal information when the individuals have no expectation it would be disclosed and TfL has not satisfied one of the conditions of Schedule 2 of the Data Protection Act which would make the processing ‘fair’.

This exemption to the right of access to information is an absolute exemption and not subject to an assessment of whether the public interest favours use of the exemption.

I would also request any traffic monitoring data for the area conducted in the past three years.

We do not hold any traffic monitoring data for the area conducted in the past three years. The affected roads are part of the borough road network.

And I would also like to see any reports, from TfL or other bodies, about bus route re-organisations as they affect the area surrounding Croydon High Street, including George Street, Park Street, Katharine Street and St George's Walk.
