F/on from: FOI-0974-1819 Thank you for the initial response. Some of your responses are problematic, while others have either not been answered fully or raise further questions. Kindly clarify the following issues relating to my questions. 1. Does your response to question 1 mean that the TFL Rail Recruitment Team was or was not responsible for the recruitment of staff for MTR Crossrail prior to the start date of the concession agreement? Is that the "internal recruitment team" you are referring to? You should be aware that MTR Crossrail did not have an internal recruitment team until much later. The Job Adverts with References MTR0040, MTR0042, MTR0049, MTR0087 and MTR0088 were all for vacancies on the TFL Rail line. 2. In response to question 2, you say there was no recruitment policy in place prior to 29/06/17, what does that mean? How were staff recruited then...were staff employed using the TfL recruitment policies or does nobody know what went on? 3. In response to question 3, you describe separate concession teams without stating the stakeholders that make up the team/s. In the MTR Recruitment policy it refers to the HR Director authorising adverts and it remains unclear which HR Director it refers to, i.e. TFL or TFL Rail or MTR Crossrail, and whether the HR Director is part of the concession team, and who the other stakeholders are. Kindly clarify your response. 4. The response to question 4 is clear in part. I am aware that an LUL employee was appointed to the vacancy advertised as MTR0291, which may indicate that in certain circumstances TfL is able to directly influence the MTR Crossrail recruitment. Are you able to clarify what those specific circumstances are? 5. The job advert supplied is not for the role I requested with reference: MTR0291. The advert I responded to was for a Group Station Manager vacancy at Woolwich Arsenal. Kindly refer to your advert archive and send me a copy of the specific advert I have requested with the relevant recruitment campaign referenced, not the new generic mock-up supplied by MTR Crossrail recently. 6. Kindly confirm if the Head of Operations (MTR Crossrail) you refer to in response 6 is the Head of Stations Operations. For two of the roles your response is "Unknown no records held", does that mean TfL has no records or MTR Crossrail has no records or the records have been deleted? 7. Your response to question 7 did not answer my question. My question was in relation to the six recruitment campaigns listed at question 6. You may concentrate on the four campaigns you have records for, i.e. MTR0291, MTR0049, MTR0087 and MTR0088. I would like to know what the scoring system used for each of the campaigns was, and also confirmation of the long-listing and short-listing criteria used in those campaigns. 8. Response 8 is clear. 9. Response 9 is clear. 10. Kindly confirm whether there is an option for applicants who were rejected without being long-listed. 11. You did not answer the first part of my question. Are LUL Train Operators not allowed to apply for MTR Crossrail Driver roles? 12. Response 12 is clear. 13. Response 13 is clear.

Thank you for your email received by us on 1 August 2018 asking for information about recruitment.

Your request has been considered in accordance with the requirements of the Freedom of Information Act and our information access policy. I can confirm we hold some of the information you require. You asked:

  1. Does your response to question 1 mean that the TFL Rail Recruitment Team was or was not responsible for the recruitment of staff for MTR Crossrail prior to the start date of the concession agreement? Is that the "internal recruitment team" you are referring to? You should be aware that MTR Crossrail did not have an internal recruitment team until much later. MTR Crossrail had their own internal recruitment team at the time of mobilisation

  1. In response to question 2, you say there was no recruitment policy in place prior to 29/06/17, what does that mean? How were staff recruited then...were staff employed using the TfL recruitment policies or does nobody know what went on?

There was no formal policy put in place prior to this date. All recruitment and interviews was completed in house by MTR Crossrail

  1. In response to question 3, you describe separate concession teams without stating the stakeholders that make up the team/s. In the MTR Recruitment policy it refers to the HR Director authorising adverts and it remains unclear which HR Director it refers to, i.e. TFL or TFL Rail or MTR Crossrail, and whether the HR Director is part of the concession team, and who the other stakeholders are. TFL Rail and MTR Crossrail are the same business. TFL Rail is the public facing name. The MTR Crossrail Director authorises all adverts. MTR Crossrail Concession Team is not made up by any external stakeholders

  1. The response to question 4 is clear in part. I am aware that an LUL employee was appointed to the vacancy advertised as MTR0291, which may indicate that in certain circumstances TfL is able to directly influence the MTR Crossrail recruitment. Are you able to clarify what those specific circumstances are?

TFL do not influence MTR Crossrail recruitment at all.

We have checked this with the relevant team and the advert which you were sent was the correct advert.

Unknown or no records held refers to data being deleted as per the MTR Crossrail recruitment policy

  1. Your response to question 7 did not answer my question. My question was in relation to the six recruitment campaigns listed at question 6. You may concentrate on the four campaigns you have records for, i.e. MTR0291, MTR0049, MTR0087 and MTR0088. I would like to know what the scoring system used for each of the campaigns was, and also confirmation of the long-listing and short-listing criteria used in those campaigns.

As previously explained, there is no unified scoring system in place and it is not written down in a policy or similar. The scoring and selection criteria is based on a judgement by each hiring manager depending on the requirements of the role. Therefore, we do not hold any recorded information on this.

No there is not

  1. You did not answer the first part of my question. Are LUL Train Operators not allowed to apply for MTR Crossrail Driver roles?

No, only Trainee Driver roles, not Full Driver roles
